The Kabul Tribune (KT) — The Taliban’s Ministry of Energy and Water said it has signed a $2 million agreement with Japanese organization PMS to implement several water management projects in Nangarhar province.
The ministry said Tuesday, Aug. 4, 2026, that the agreement was signed between Taliban Energy and Water Minister Mohammad Younus Akhundzada and a representative of PMS.
Under the agreement, PMS will implement water management and financing-related projects over the next two years in Spin Ghar district of Nangarhar, according to the ministry.
The projects include the construction of 10 check dams, three reservoirs, three diversion structures and three canals. The organization will also rehabilitate a traditional underground irrigation system, known as a karez.
The ministry said the projects are expected to create employment opportunities for hundreds of people during implementation. Once completed, they are expected to provide irrigation facilities to about 305 hectares of agricultural land.
Water shortages and limited irrigation infrastructure continue to affect agricultural activities in many parts of Afghanistan. The construction and rehabilitation of check dams, canals, diversion structures and karezes can help improve water storage and management while expanding irrigation and supporting rural livelihoods.
