The Kabul Tribune (KT) — Hamas has agreed to a detailed road map for implementing the next phases of the Gaza cease-fire, a joint statement by the mediators — Egypt, Qatar, Turkey and the United States — said.
The statement said the agreement was reached after months of intensive negotiations and is aimed at implementing a plan for governance, security, humanitarian assistance, reconstruction and economic recovery in Gaza.
For the first time, Hamas has formally agreed to a practical plan to surrender all of its weapons, according to the statement. In return, Israeli forces are expected to withdraw from the Gaza Strip in stages.
The mediators described the agreement as a "historic breakthrough," saying its implementation could improve living conditions for Palestinians in Gaza while increasing security for Israel.
The peace mediators said the focus will now shift to implementing the agreement.
Under the plan, the National Committee for the Administration of Gaza (NCAG) will soon begin a phased transition toward assuming full responsibility for governing the Gaza Strip, with support from the International Stabilization Force (ISF).
The mediators said the process will also accelerate efforts to uphold the rule of law, strengthen security and improve humanitarian conditions in Gaza.
